INTRODUCTION:
OVERVIEW
The
rural housing may be of different types depending on how the rural people have
been prepared themselves to build quality houses in order to live in good
environment, that means the people in rural places are likely to build poor
houses because of some circumstances like the cost of building materials, the
situation where the system is delaying to construct good infrastructures in
order to enable the transportation of people from rural areas to urban and
making sure there is proper linkage between people from rural to those who are
in urban, In other ways we can say that it is true that the more the needs of
rural community exceeds is the more our government increases the capacity of
working and dealing with the issues that are facing the people in these rural
community.
Definition of key terms;
Government,
is the system where there is administrative organs that are dealing with
organizing, planning and general supervision and well committed management of
different issues in the state, for example there is the government of Tanzania,
the government of Kenya, the government of Malawi, then also the government can
be defined as the broadly administrative organization with authority to govern
the political state or is the means by which state policy is enforced as well as

Community,
The term community is very loosely used, it is given different interpretation
and used differently, in the casual talks the people often use the term
community to refer to casual community, or religion, national community or
caste community, But the term community may defined as a group of people with
some degree of we feelings, Also the community may defined as any circle of
people who live together and belong together in a such away they do not share
this or that particular interest But a whole set of interests, C. N Shankar rao
2000.
Rural community,
this refers to the group of people who are dwelling in the rural places that
means the places with no good social services then always these places are in
the interior places compared to urban centers.
Quality
houses, These are houses that have the good looking in other way we can term these
houses as the permanent houses that are built in proper means. It is true that
in most cases the need exceeds the capacity of the government to collaborate
with rural community; In the light of this statement the following are the
measures that have to be considered so as to access quality houses for the
rural community in our country.
Capacity building in agriculture,
the more emphasis should be taken in training or promoting new technology of
agriculture such as using tractors, power tillers so that they can produce more
and save for households consumption so that they can use such benefits to build
quality houses, for example a farmer may harvest a lot of production but when
he or she got some of the benefits is where he or she can build a quality house.
Enactment of analytical policies,
Government should impart extra effort modifying and reviewing available
policies concerning rural housing and general making of policies related to
rural housing needs among the community either on reducing costs of buildings
or public one private employments at large in rural areas levels, these
includes
Outsourcing of available
resources, the difference in owning properties other people
have enough resources like lands, livestock’s but they lack the knowledge on
how to utilize them accordingly, Therefore out resourcing of available
resources to the people in rural areas is very important not only that but also
advocacy training on how to use effectively the available resources should be a
continuous process.
Then also the issue of access to
credits or loans from financial institution under the less qualifications and
other loan returns, this could help the people in those
rural places t build quality houses just because of the ability they have after
being the loans beneficiary, for example we know that many people are not
building the good houses just because of lack of funds that enable them to
build good houses. A strong strategy and policy should be stated by the
government to help the people living in rural areas through provision of
reliefs’ opportunity in accessing loans or credits of house building.
Another issue is the issue of
building permits, these permits are at high cost from
the government that means in other ways the management within the government
should discuss on how to make sure that the permits are found with cheap costs
so that to make the matter to be very much affordable by all people within the
rural community, For example a building permit is sold at 20,000 Tanzania
shillings this is making the people of rural community to avoid building
quality houses.
Reducing the amount of the paid
taxes to the government, that means the higher management
should look upon the issue of decreasing the costs that are paid for buildings
hence this makes rural community to escape in building good houses just because
they had to pay to the special revenue agency for example the Tanzanians shall
go to pay these payments to Tanzania Revenue Authority.
Improve social services;
the government should make sure that the social services are well found in
these rural communities these social needs are like safe water, electricity,
hospitals and other health centers, good roads, the presence of economical and
financial institution hence this will help people to be very much attracted by
the environment in such a way that they can go to those rural community and
they will build quality houses in these areas, for example the person may need
to build his or her settlements at the place where there is quality and
affordable social services, Then also even these rural people will go to
produce because they are healthy and they cannot produce if they are sick under
the absence of the special place where they can get treatments.
Proper linkage between rural
communities and urban centers, this will easy the
process of accessing building materials, That means these rural communities are
not building quality houses just because there is difficulties in the general
transportation of materials from urban to their dwelling places, The proper
linkage may be through the construction of roads that are permanent throughout
the year, in other way there must be well planned transport system in order to
easy the transport of materials so there must be good infrastructure not only
that but also people in the rural areas should be encouraged on exposure look
on others people buildings to gain experience on how to build a quality houses.
Then also there must be housing
education, these rural communities sometimes they don’t know
the benefits of building quality houses, that means education should be
promoted to these rural communities in order to make an emphasis which can help
these rural communities to build quality houses. To facilitate this at large
also rural people should be emphasized much to undergo further on vocational
and entrepreneurship education.
Remove or eradicate the wrong
beliefs; the government and other religious groups could
help in general removal of local beliefs in these rural communities in such a
way that there are some of the beliefs that when one can build quality house in
rural areas is going to die, That means the people from rural places were
afraiding to build good houses just because they are escaping the death.
Conclusion;
Quality
houses are among of the indicators of development that means the rural
communities are supposed to build quality houses in order to put them and their
placed as developed, hence normally quality houses can increase the capacity of
our government to send some of the social services like electricity, quality
roads, safe water and other services. But more emphasis is on government
collaborating fully with National Housing Co-operation to take both
modification and initiating building of quality houses in affordable prices in
urban and rural areas.
