BACKGROUND OF PUBLIC ADIMINISTRATION
The American Politician Woodrow Wilson is
considered as a father of public administration. He first formally recognized
public administration in an 1887 article entitled "The Study of
Administration”.
Public administration has
ancient origins or it is oldest discipline which existed even before 17th
century. Historically the Egyptians and Greeks organized public affairs by
office, and the principal officeholders were regarded as being principally
responsible for administering justice,
maintaining law
and order, and providing plenty. Later the Romans
developed a more sophisticated system under their empire, creating distinct
administrative hierarchies for justice, military affairs, finance and taxation, foreign
affairs, and
internal affairs, each with its own principal officers of state. And now days

DEFINITION OF PUBLIC ADMINISTRATION
"Public administration has no generally accepted
definition", because the "scope of the subject is so great and so
debatable that it is easier to explain than define". But some scholars
tried to define public administration in various perspectives as follow:-
Public administration is the production of goods and services
designed to serve the need of citizens or consumers, Marshall Dimock, Gladys
Dimock and Douglas fox (1983).
Public administration is cooperative group effort in a public
setting which covers all three branches, executive, legislative and judicial,
and their interrelationship, has an important role in the formulation of public
policy and in thus party of political process; is different in significant ways
from private administration and is closely associated with numerous private
groups and individual in providing services to the community (Felix, A. Nigro
and Lloyd, G, 1989).
Public administration is centrally concerned with the organization of
government policies and program as well as the behavior of official (usually
non-elected) formally responsible for their conduct (Charles H. Levine and
Biguy Peter, 1990).
Public administration can be portrayed as a wheel of relationship
focused on the implementation of public policy (Willium C. Johnson, 1995)
Public administration is a discipline drawing from political
science, economics, sociology, and other fields to enhance understanding of
public bureaucracies and administrative behavior. It has broad
applicability to non-profit organizations, non-governmental organizations, even
to the private sector. Public administration uses a combination of theory
and skill development to prepare individuals to work within and work with

According to our own perspective, Public administration as a
complex organized activity that involve the implementation of laws and policies
under executive, judicial and legislative toward supervision of social services
and management of resources to the mass aimed to bring any kind of development.
Generally public administration
involve the executive branch of government (yet it is related in important way
to the legislative and judicial branches), the formulation and implementation
of public policies, involvement in a considerable range of problem concerning
human behavior and cooperative human effort, a field that can be deferential in
several ways from private administration, the production of public goods and
services, and lastly is rooted in the law as well as with carrying-out laws.
The following are the purpose of the public administration as a field
of study:-
To understand the boundaries of work
implementation through laws and regulations, in this manner students or
anyone else who expect working in public administration he or she should be
aware with those boundaries which makes him or her to be abided during working.
The only boundaries enacted through rules and regulations or laws sometime used
to make sure that all civil servants working by looking what rules and
regulations says in the working fields. So this act as a guidelines to be
followed by anyone in that organization where can be private organization or
public organizations, good example in this is like civil servants not allowed
to release or to uncover those secret from the organization to outside of an
organization.
As an area of practice, among the purpose of studying public
administration is that to help us on area of practice in case that public
administration have different organizations and the activities it perform. So
the aim or purpose is to copy the whole system and making practice in the
society. As a civil servant who will be employed in the as public administrator
they have to know how they will deal effectively with public interest (people
in the society) by providing different services and to ignore the personal
interests, in short people should be treated equally.
To understand how organization operate and
how people in organization behave, public administration in the field of
study help to understand the way organization integrate, cooperate and the
duties of organization. Also this help to understand the division of work for
instance each member in any organization has its own duties. In fact that the
public administration help to know how people behave in terms of rules,
regulations and cooperation among members.
The official come with recommendation practical,
after observe some weakness within the specific organization and try to
improve a certain thing which is possible to be solved like transportation
system, salaries which influence the workers to accomplish their work
effectively and to ensure all system of organization to be well organized,
participation and cooperation among themselves and society have got some
advantages through the organization
Management of human rights, and security.
The public administration have the goals or purpose of management of human
right and security on which the public administration after being learned they
come on the capacity of understanding on how to manage human rights and
security in the society by implement appropriate way of solving the problem
towards human. Also it tend to give awareness on management of the security in
which we can cope suitable way of implemented in the government to make the
people free from harm.
Management of scarce resources by using
appropriate means in order to carter for public needs. Always resources are
scarce to meet human needs so there is a need of studying public administration
so as to make effective use of our resources sustainable.
To advance
management of policy, so that the government can function, through
public administration we can understand how to formulate and management of the
policy which can facilitate the development of mass, also will be able for the
government to fulfill the needs of societies.
CONCLUSION
Generally public administration
as a field of study as most important in our county today. Public
administration as a whole complex things that lead to the government on
attempting its activities, it prepare a good civil servants for the future time
who done its work for the interest of whole community to ensure any kind of
development either economically, politically or socially. Due to its rules and
regulations it make the boundary to workers also it has proper structural and
systematic way on practice.
